is it possible to make NPC trade when some of the resources is extending max capacity in warehouse/granarry?

And, is it possible to order troops with NPC trade usage?

Can you show me what setting should I use to prevent resources from extending max capacity? I dont quite get what "NPC exchange with limits" is:/
